Third Grade Guarantee Information

Parents:
An important part of the 3rd-grade year at New Carlisle Elementary is ensuring that all students are on target and prepared to meet the requirements of the state-mandated Third Grade Reading Guarantee.
As part of the state’s Third Grade Reading Guarantee (TGRG), students must pass the Ohio State Test in Reading to move on to 4th grade next school year. There are some more exceptions to retention and this state mandate that are included at the end of this letter.
During the week of October 20th, (Part 1 will be on Oct. 21st and Part 2 will be on Oct. 22nd), the English Language Arts State test will be given to all 3rd graders at New Carlisle. The test will be administered in two 90-minute sessions. This will be a “paper-pencil test”. The state gave us the option of taking the paper-pencil version, and the teachers decided they wanted this option for their students. The state assessment tests skills in reading, writing, and language. Each student is required by the state of Ohio to pass the Reading portion to move on to 4th grade . Students will have more than one opportunity to accomplish this.
Fall test scores will be returned to the district after the new year and shared with parents. If your child scores proficient (700 or above) or passes the Reading portion with a subscore of 50, they will have met the state requirements to move to 4th grade. Students can also meet the requirements through NWEA MAPS test scores in the Winter (early January) or the Spring (early May). After-school tutoring may also be offered to any students who have not met the TGRG in February or March before the spring state test.
The English Language Arts spring test will happen during the month of April. This will be another opportunity for students to meet the Third Grade Guarantee requirements if they have not met the requirements yet (Students will also take a State of Ohio Math test during the month of April ). Every student, even those who passed the fall Reading test, will be required to take the tests in the spring. Spring Reading test results will be returned in June, and any student who has still not met the requirements for the TGRG may have the opportunity to attend summer school, where they will have additional chances to meet the TGRG. If they do not pass the tests after summer school, state law says that students may be retained in 3rd grade for the 2026-2027 school year.

EXEMPTIONS TO RETENTION
Each year, students scoring below the promotion score on Ohio’s Grade 3 English language arts test must be retained, except for the following students:
• A student who is an English learner enrolled in U.S. schools for fewer than three full school years and with fewer than three years of instruction in English as a second language program;
• A student whose IEP specifically exempts the student from retention under the Third Grade Reading Guarantee ;
• A student who demonstrates reading competency on an alternative assessment for reading approved by the Ohio Department of Education ;
• A student whose IEP shows that the student has received intensive remediation in reading for two years, and the student was previously retained in any of grades kindergarten through grade 3; and
• A student who has received intensive remediation in reading for two years and was previously retained in any of grades kindergarten through grade 3.**
** A student that is promoted under this exemption must continue to receive intensive reading instruction in grade 4. This instruction shall include an altered instructional day that includes specialized, diagnostic information and specific, research-based reading strategies for the student that have been successful in improving reading among low-performing readers.
*CHANGES BEGINNING IN 2023-2024 SCHOOL YEAR-Parent Request Exemption
Beginning in the 2023-2024 school year, a student’s parent or guardian, in consultation with the student’s reading teacher and principal, may request that a student be promoted to fourth grade regardless of the student’s score on Ohio’s State Test for grade 3 English language arts.
Students promoted to fourth grade through this exemption must continue to receive intensive reading instruction until the student is able to read at grade level.

EXENCIONES A LA RETENCIÓN
